Juniper is the mother of time. Her essence is the basis of all the tech that comes from the corporation. Her age is shrouded in mystery because she wasn't and then one day, she was. For years, she roamed the Earth in search of a purpose, her purpose. Rumblings of a doctor named Killian Elrod who was peddling the secrets of time travel is what halted her search. He became her purpose. She sought him out, the Father of Luminous when the idea was just that: A vision and when he was just that: The quack doctor whom everyone laughed and whispered about. He'd already crafted a concept to travel through time. What she provided was the foundation and technology that breathed life into what Luminous was to become.
Killian ran tests on Juniper. The research revealed that her blood could be synthesized and manipulated to create technology. In seven years, Luminous was officially born. Though it's never officially stated, following his father's death, his son, also named Killian inherited Luminous and in that, Juniper. Over time, the reigns at Luminous have passed through several generations. It wasn't until the torch was passed to Gillian, a daughter, that the idea for a library was posed. Her knowledge of different historic moments proved to be invaluable for thousands of agents throughout time so having her head the library made perfect sense.
Though it's never officially stated, Gillian built the library because she didn't want to lose Juniper. The torch she carries for her has never been openly expressed but almost every agent can hear it in the change of Gillian's voice and what can't be picked up through sound can be read off her face whenever the topic of Juniper is approached.
Juniper not only appreciates, she celebrates her role in the library; so much so that she hardly ever leaves. She has no idea why the library was built nor does she have knowledge of Gillian's feelings. What she does know is for the first time since she came to be, she has a purpose.
And she is at peace with that
